To identify performance gaps, write down the expected performance, measure what the person actually delivered over the same period, and size the difference. Then find the cause: whether the person knows what is expected, has the skills, has the tools and time, and wants to do it.
Each cause points to a different fix: clearer goals, training, resources or a direct performance conversation. Diagnose before you choose the fix.
