Two things decide whether a comment lands: context and personalisation. The comment has to match what that person actually does. "Quality work" means writing efficient, bug-free code for a software engineer and something entirely different for someone in a customer-facing role, so a phrase lifted from a list without adjustment reads as filler.
Used well, these comments do more than complete the paperwork. They tell the employee what good looks like in their specific job, reinforce why the work mattered, and give them something concrete to repeat. Pair them with feedback on interpersonal skills and you address how the work gets done as well as what got produced.
